- The "basics OI" are in place and maintained: TU, TRO/TRS, activity monitoring
- Standards and associated control mechanisms are established.
- Best practices are shared with the progress network.
- Change management is carried out successfully
- Operational teams gain autonomy to steer their progress initiatives.
